Run a Herbie method. Max height on one side, full suction on the other side and return line on both sides might be a good option. The lower, full syphon line would require a gate valve.

For even more protection, you can have a 3rd drain that is even higher yet in case the other 2 drain lines somehow get jammed up. It would be more of a "Bean Animal" overflow setup then.

the only thing is i have one running like a continious emerg drain to keep the exact same level.. and the other one is a partial siphon and it is already shooting a lot of bubbles into my sump

ok i will have to try when i get home. but im almost forsure that it will suck the overflow way faster than the water can get in.

I'm confused at how you can have a partial siphon and an emergency drain at a higher level...Do you have them in separate overflows?
The siphon and the one for water level should be in the same overflow.  You should have two of each.  Bring the return up over the back if there aren't 3 holes in each overflow.

This is one side.  You can see in the overflow there is a siphon, and the durso standpipe keeps the level up high. The return comes up over the back.  This is repeated on the other side.
On the bottom, there is a ball valve on the siphon.  I suggest getting a gate valve rather than a ball valve.

This is how I did my newly set up tank:

Left side: Emergency drain (which has a trickle run down it) and siphon.
Right side: Return and second siphon.

Because the right siphon has a longer way to drain to the sump there is ball valves on both the drains to balance them (couldn't find any gate valves) and my return has a gate valve to balance the return speed with the draining speed. This method run silent because of the siphons and keeps you from having a stagnant overflow box (compared to if you had a emergency and return in the same box and siphon, return in the other box)

i used ball valves on my bean animal setup, its tougher to get it tuned than a gate valve obviously, but with the ball valves once you get it.. dont mess with it and your good to go.

Ya all I needed to do was balance the 2 sides with each other (different lengths to the sump), once that is done the only adjustments is to the gate valve for the return.
The trickle down the emergency gives me some error room too.

Yeah I was thinking about running my return on the back cause I have one full siphon with a return in one and emerg holding the level and a return in the other thanks those pictures help!!!

Yeah, that's not the way it should be.  You need the full siphon and the trickle drain in the same overflow, so for a dual overflow, you have 2 siphons and 2 trickles and 1 or 2 returns.  It should be dead silent.
