This morning I noticed a number of small white spots on the glass however when I look closely they look like they are small animals or something that is running all over the back glass.

Are these guys harmful to my tank and if so how can I treat the tank.

They are most likely baby snails, snail eggs or small pods.  Can you post a picture?

+1 copepods and amphipods, if they look like little fleas, that is what I call them to.

If they are hard, then most likely snails. Or Tiny white dots about the size of a pinhead ... Spirorbid Worms ... which are filter feeders. It won't hurt to scrape them off if they obstruct your view, but they are harmless. Reef-safe

sounds good to me and yes they are fly looking things
