Heater Issue

Hi everyone, it been a while. I have an ehiem heater and there is water in the upper part of it. Does anybody know if this is normal or should I just trash it?

I would trash it, if the water in the heater starts to boil it will pressurize the heater and probably blow it apart.

One of the cheapest pieces of equipment. Toss it. I usually change mine every 2 years anyways
