I agree need a pic....could be a parasite or black ich? Also what size tank is it in and for how long? I'm trying to be tactfull and not act like the tang police but if the tank is too small for the fishes needs they can start getting stressed and will start breaking out in what other people have referred to as blisters. For example the recommended minimum size tank for a powder blue is 100g. Not trying to beat you up or anything but this could be the cause of the bumps. If the tank is sized right and the fish isn't scratching I would say keep a close eye on your water params and soak the food in garlic and keep it good and fat and it may work itself out. Tangs are a funny species of fish I swear they break out in strange ailments as soon as you stop worrying from the last time they had something. Oh is your tang burrowing/sleeping in your substrate? Could also be irritation from digging too deep?
