Dumb Question

Thursday I will transferring the sea horses into their new tank... 60 g cube.. I have decided to go bare bottom.. Yvette had painted the bottom to resemble sand and it looks awesome...now, I have a sand sifting star fish, can he go into that tank or does he need substrate..
